He is right.
With the invention of atomic weapons and powerful nerve agents, it truly is easier for a bad actor with those capabilities to kill one million people than to control them. Those weapons of mass death were proliferated and refined over decades to become the omnipresent danger they currently are, allowing a full effort to be focused on weapons of control.
Since it is easier to kill one million people than control them, there must be even more of an effort to create and refine weapons of control — for good reason too. The implications of mass genocide is undeniable and so obviously catastrophic that the blowback from such an attack would be uncontrollable for those in power. Weapons of control are much more subtle, harder to identify, and cloaked in a manner that can provide a plausible deniability.
It is common knowledge that advertising agencies have used subliminal advertising techniques for decades. Some of these subliminal have played on the sub-perceptual auditory or visual nature of our sense.
The first example is from the Bush-Gore election. The Bush campaign used an ad that preempts the Gore healthcare plan with the word “Rats” just after talking about the Gore Prescription Plan.

Next, we have three examples of subliminal sexual advertising in print advertising for major companies:

The subliminal nature of these ads are obvious under closer inspection, but their mind altering techniques are basic when compared to the more advanced nature of the 25th frame effect.
The human eye is believed to only be capable of perceiving 24 frames per second when watching a video. If an image or message is spliced into the 25th frame of a second during a video, it will bypass the conscious mind and be stored in the subconscious.

The depth of influence that simple auditory or visual subliminal messages seem easy to spot, and most think they have a negligible effect on our conscious or subconscious. However, the effect of these messages can be amplified depending on the state of your brain.
Our brainwaves are, in the simplest terms, just electrical impulses between our neurons. These neurons communicate with each other in different prescribed frequencies that influence our reactions, emotions and behavior. These frequencies are commonly known as delta, theta, alpha, beta and gamma waves.
Delta .1–3 Hz:
Experienced in the brain waves during deep, non-REM sleep. Ideal state for hypno-therapy and where the subconscious is the most susceptible. Also the dominant brain waves infants experience in the first 12 months of life.
Theta 4–7 Hz:
Common in the zone between an awake and sleep state. Often experienced when about to fall asleep and after just waking up. Also present during very relaxed states of mind, especially during meditation. Theta waves are more common in awake states in prepubescent children and commonly end around age 13.
Alpha 8–15 Hz:
The most common state of mind that mentally healthy adults experience during the day. Happens during calm focus and allows the mind to mentally coordinate thoughts and tasks at hand at a normal rate.
Beta 16–30 Hz:
Present during times of keen focus and high alertness. Anxious states of mind lie in the beta wave range. Beta wave mindset can be broken down into more segmented distributions in low, mid and high sets. Overall, beta waves are present during analytical thinking and processing of large amounts of information.
Gamma 31–100 Hz:
These waves are present during the highest level of information processing and integrate multiple regions of the brain to work together through the most mentally taxing moments.
The exact borders between each level of these of brain waves are contested. However, the best way to think about these levels of brain activity is like the gears of a car. The lowest Hz corresponds to first gear, and as the Hz increases, so do the gears and the “speed” of the car.
Patent US4395600A, filed in 1980 by PROACTIVE SYSTEMS Inc., is a form of ambient auditory signals meant to dissuade potential shoplifting by overlaying them in the background of music played in a shopping area. The abstract to the patent reads:
This method was employed across 50 stores at the time and showed a reduction in shoplifting. David Tyler, whose Oregon-based company created and distributed these subliminal messaging programs, said stores that implemented the program showed an average of 30–50% reduction in shoplifting.
So, it works.
This technology can be used for good and the evidence shows it already has been. However, Rep. Dan Glickman of Kansas was so troubled by the ulterior uses of this technology that he had a hearing on it in the Science and Technology subcommittee. He voiced his concerns over the “Orwellian” nature of this technology. He went on to state:
“Clearly we need to take a closer look at the use of subliminal communication technology given the serious moral, ethical and legal implications posed by some of these recent innovations.”
The timing of this subcommittee discussing such Orwellian technology being used on unsuspecting people is ironic, as it was done in the year 1984.
Patent US6506148B2, filed in 2001 by Hendricus G. Loos (fictitious name), is for “Nervous system manipulation by electromagnetic fields from monitors.” The abstract of the patent is below.
The entire abstract is noteworthy. As is the accompanying graphic:
“Physiological effects have been observed in a human subject in response to stimulation of the skin with weak electromagnetic fields that are pulsed with certain frequencies near 1/2 Hz or 2.4 Hz, such as to excite a sensory resonance. Many computer monitors and TV tubes, when displaying pulsed images, emit pulsed electromagnetic fields of sufficient amplitudes to cause such excitation”
The frequencies described in the abstract is in the delta range, where the mind is the most susceptible and known to be used in hypno-therapies.
“It is therefore possible to manipulate the nervous system of a subject by pulsing images displayed on a nearby computer monitor or TV set. For the latter, the image pulsing may be imbedded in the program material, or it may be overlaid by modulating a video stream, either as an RF signal or as a video signal.”
Having subliminal messages overlaid in images pulsating at a frequency in the delta range creates a direct pathway to the subconscious through the frequency following response.
Frequency following response is the process in which an external stimuli pulses at a certain rate that the brain then mimics. Lieutenant Wayne McDonnell explains FFR well in his analysis of the Gateway Process, which we will get to momentarily.
The implications of a technology that can lull an unsuspecting viewer into a dreamlike state and have subliminal messages overlaid in it are boundless on a mass scale, especially given the rate at which humans are exposed to screens and media content.
The CIA recently declassified an Army Intelligence report about the Monroe Institute’s Gateway Process. This process involves using a form of bineural beats known as “Hemi Sync” to bring the hemispheres of the brain into coherence with the rest of the body and the world around us. The report outlines conclusions that are nothing short of incredible, such as the plausibility of out-of-body experiences, astral projection and even remote viewing of someone’s past and future.

Voice to skull technology. You know those crazy people who hear voices in their head? Sure, some of them are mentally ill, but to immediately dismiss all of these occurrences as some type of insanity is flat-out wrong.
Patent US6017302A was filed in 1997 by Hendricks G. Loos. The abstract is strikingly similar to the previous patent under the same pseudonym, where the targeted frequency is in the 1/2 Hz to 2.5 Hz range.
The main difference lies in the targeted approach for law enforcement in potential standoff situations as stated, but the applications can vary to much more than what is stated.
Early-stage versions of these technologies have been known about and even reported on The Science Channel outlining parts of V2K technology.

Even the producers of Mega Science realized the more sinister applications in which this technology could be used for across the masses.

This technology has been suspected of being tested on inmates in Utah, who were used as human guinea pigs to test out human response to long-term exposure. The following excerpt is from a 1988 letter by David James Fratus, who was a prisoner in the Utah State Prison in Draper, Utah.
The military’s weaponization of these technologies is being slowly revealed, decades after related claims were deemed conspiracies.
Former DARPA scientist and Top Secret security clearance-holder Paul Batcho has stated that transmissions from cell phone towers are categorized as a “terrorist act” against the unsuspecting populace. He says:
“I seem to have stumbled across an advanced technology that I would classify as synthetic telepathy… It clearly uses the cellular towers to transmit illegal signals. It sounds unbelievable but it is actual technology being used on civilians of this US”
“My basic research does indicate that such technology can exist and dates back to the V2K mind wave technology of the 1970s. This does appear to be a much more advanced version that allows open communication of human mind to mind bridges.”
These claims by Batcho fall in line with a FOIA (Freedom of Information Request) filed by MuckRock, in which they were asking for files related to investigations into Antifa and White Supremacy groups in 2018. In one of the bundles, there was a file titled “EM effects on human body.zip.” EM in this case stands for electromagnetic. The following slides were included in the file.
MuckRock states that there is no proper sourcing material and that these don’t appear to be government-created documents. Further investigation into the matter was stonewalled.
There is a feeling many people, including myself, describe when they spend days away in a remote nature setting “away from civilization” away from regular use of phones or any other screens. That feeling is one of mental clarity and a calmness that is difficult to classify. The technical reasoning behind that feeling is much more apparent after researching this topic in depth.
